Qatar and South Korea Join Forces to Develop National IP Strategy
In a significant move to advance Qatar’s innovation-driven economy, the Ministry of Commerce and Industry (MoCI) has signed on 06 July 2025 a strategic partnership program with the Korean Intellectual Property Office (KIPO). The agreement marks a key milestone in the development of Qatar’s first National Intellectual Property Strategy and the strengthening of national capabilities in the IP sector.
The agreement was signed by H.E. Mr. Mohammed bin Hassan Al-Malki, Undersecretary of the Ministry of Commerce and Industry, and Mr. Wan-ki Kim, Commissioner of KIPO.
This strategic program stems from the comprehensive Memorandum of Understanding signed between the two parties on June 15, 2023, in Seoul, which laid the foundation for bilateral IP cooperation between Qatar and South Korea.
The initiative aims to support the creation of a comprehensive and forward-looking IP strategy for Qatar. It also focuses on advanced capacity-building programs for institutional and human resource development, aligned with Qatar’s vision for an innovation-led economy and a robust legal and regulatory framework.
As part of the program, both sides will collaborate on several core areas, including:
- Developing human capital in Qatar’s IP sector
- Benchmarking global best practices
- Engaging stakeholders through consultations to identify the most suitable IP systems for national needs
- Transferring technical expertise and know-how from the Korean side to enhance the skills of Qatari professionals in this vital field
Both MoCI and KIPO will jointly monitor and evaluate the program’s progress to ensure its goals are met and to further strengthen IP cooperation between the two countries.
This partnership signals a new chapter in Qatar’s IP journey, reinforcing its commitment to building a knowledge-based economy and elevating its global position in intellectual property protection and innovation.
